2000-2004                     Third secretary, second secretary and first secretary of the Permanent Representation of the Republic of Azerbaijan to the Council of Europe, Strasbourg, France;

2004-2006                     First secretary, Head of the division of the Department of Human rights, democratization and humanitarian affairs of the Ministry of Foreign Affairs of the Republic of Azerbaijan;
