Entry rules to the Republic of Azerbaijan

In connection with the improvement of the epidemiological situation and extensive immunization against COVID-19, the Task Force under the Cabinet of Ministers of the Republic of Azerbaijan has adopted a Resolution to abolish the requirement for special permits step by step for citizens of several countries with stable epidemiological situation to visit the country. Within this frame, 

In addition to citizens of Azerbaijan, the following persons on the list are allowed on these flights:

 • Heads and staff of foreign embassies and consulates accredited in the Republic of Azerbaijan and their family members;

• Foreign citizens, one of whose parents, siblings, spouse or children are citizen of the Republic of Azerbaijan;

• Foreign citizens who have a work permit in Azerbaijan;

• Foreign citizens with a temporary or permanent residence permit in Azerbaijan.

 

Starting from June 10th, citizens of the Russian Federation and the Republic of Turkey will be able to travel to Azerbaijan by air under the following conditions:

- Passengers over 18 years are required to submit an official document issued by the relevant country on complete vaccination or recovery from COVID-19 (COVID passport), plus an official document confirming the negative result of the PCR test for COVID-19 within 72 hours before the flight;

- Submission of an official document confirming the negative result of the PCR test for COVID-19 within 72 hours before the flight for passengers aged 1 to 18 years.

In the meanwhile, starting from June 10th, the term of the official document confirming the negative result of the PCR test for COVID-19 for all passengers over the age of 1 will be extended from 48 to 72 hours before the flight. COVID passports and PCR test results will not be required for children under the age of 1 year.

To further continue, taking into account the ongoing improvement of the epidemiological situation in countries with a wider vaccination coverage, citizens of the following countries will be allowed to visit the territory of the Republic of Azerbaijan from June 21st:

-Bahrain
-Hungary
-Israel
-Qatar
-The United Arab Emirates
-The United Kingdom
-The United States of America


For the citizens of these countries to visit the Republic of Azerbaijan the following requirements must be met:

- Passengers over 18 years are required to submit an official document issued by the relevant country on full vaccination or recovery from COVID-19 (COVID passport), plus an official document confirming the negative result of the PCR test for COVID-19 within 72 hours before the flight;
- Submission of an official document confirming the negative result of the PCR test for COVID-19 within 72 hours before the flight for passengers aged 1 to 18 years.
COVID passports and PCR test results are not required for children under the age of 1 year.

All airlines operating direct flights to the Republic of Azerbaijan must only register those passengers who meet the relevant requirements. Passengers who do not meet the requirements while crossing the border to the territory of Azerbaijan will not be allowed to enter the country and will be returned by the same flight at the expense of the carrier.

QR code on the certificate is desirable, since it allows to get detailed information about the PCR test result more quickly. Thus, passengers who present a certificate with QR code embedded will pass through border control faster, since this unique code will provide full information about their PCR test results. Under the existing requirements, passengers presenting certificates of negative PCR test results for COVID-19 without QR code embedded are expected to undergo a more thorough check. Passengers should note that such check will require additional time to be carried out.
